Fresno State Route 99 & Belmont Ave Conditional Use Permit Application C-13-018 has been submitted to amend Conditional Use Permit Application No. C-08-186, to ensure that the Conditional Use Permit that is required by the City's zoning ordinance for public facilities such as parks is consistent with the Master Plans as recently amended by the City Council and City Manager. Furthermore, the potential basin planned to serve both the park and the zoo, and whose impacts were analyzed in the FEIR, requires conditional use permit approval. The proposed CUP amendment is within the scope of the original FEIR certified for the Master Plans project on June 30, 2011, as detailed in the Addendum to the FEIR dated October 25, 2013 and approved by the Fresno City Council on November 7, 2013. 11/27/2013
Fresno State Route 99 & Belmont Ave The project proposes the following revision to the Roeding Park and Fresno Chaffee Zoo Facility Master Plans (the "Master Plans") due to the designation of the High Speed Trail alignment on Golden State Boulevard, abutting the eastern boundary of the park: 1) removal of the Golden State Entrance and maintenance of the existing Olive and Belmont Avenue entrance as public entrances; 2) removal of the ticket booth associated with Golden State Boulevard entrance and its relocation inside the Belmont entrance; 3) relocation and reconfiguration of the ponds (required to be relocated pursuant to mitigation measure 4.1 (a) in the approximate vicinity of the Golden State Entrance; and 4) removal of 100 on-street parking spaces along Golden State Boulevard. These revisions together are considered a single amendment. 11/14/2013
Fresno State Route 99 & Belmont Ave The Fresno Chaffee Zoo is in the south-central portion of Roeding Regional park, Rotary Playland is in the southwest corner, and Rotary Storyland is along the west boundary. The proposed zoo expansion area encompasses 21 acres generally east of the existing zoo, and the proposed Rotary Storyland and Playland expansion area encompasses approximately 2 acres adjacent to the existing boundaries of Rotary Storyland and Playland grounds. 8/5/2011
Fresno State Route 99 & Belmont Ave NOTE: Final 1 CD The 148-acre Roeding Regional Park consists of three components: the portion devoted to active and passive recreation areas and the PARCS maintenance yard (123 acres), the Fresno Chaffee Zoo (18 acres), and they Rotary Storyland and Playland facilities (7 acres). The planned expansion of the zoo (by 21 acres) and Storyland and Playland (by 2 acres) would reduce the amount of land for active and passive recreation uses, a decrease from 123 acres currently to 100 acres. These 100 acres would include public recreation/open space (76 acres), parking (9 acres), multiple purpose paths (6 acres), public access roads (5 acres), a non-public access road (2 acres) and a new PARCS maintenance facility (2 acres). Some of the roads and parking included in the active and passive recreation area of Roeding Regional Park would also serve the Fresno Chaffee Zoo and Rotary Storyland and Playland facilities. 6/21/2011

Fresno State Route 99 and Belmont Ave NOTE: Revised NOP The Master Plans contain comprehensive, coordinated proposals designed to extensively renovate Roeding Park and Rotary Playland/Rotary Storyland, and to renovate and expand the Fresno Chaffee Zoo. Roeding Park, Chaffee Zoo, and Rotary Playland/Storyland all operate under one master conditional use permit ("Master CUP") approved by the City of Fresno. This conditional use permit must be amended to allow implementation of the Master Plans and the improvements proposed for Rotary Playland/Storyland. Other approvals and entitlements that may be required include, but are not limited to, demolition permits, site plans, and building permits. 3/4/2011

The Program EIR will address the adoption and implementation of the Roeding Regional Park Master Plan and the Fresno Chaffee Zoo Facility Master Plan (hereinafter, collectively referred to as "Master Plans") as well as the entitlements and approvals necessary to implement the Facility Master Plans. The Master Plans contain comprehensive, coordinated proposals designed to extensively renovate Roeding Park and Rotary Playland/Rotary Storyland and to renovate and expand the Fresno Chaffee Zoo. The adoption of the Program EIR and conditional use permit will also be used by Storyland/Playland for project implementation purposes. 7/2/2009
